Does Places for People allow mutual exchange?

Yes. Mutual exchange is a legal right for eligible social housing tenants, not something your landlord can simply refuse. Council tenants get this right from Section 92 of the Housing Act 1985, and most housing association tenants with an assured tenancy from the Localism Act 2011.
